Dear Clementi,
Downing Street,
25 August, 1928.
I have discussed the questions regarding
the new Royal Instructions which you raised in your
letter of the 21st of August with Er. Harman who
is our expert on such matters. The following is
the result of our deliberations:-
(a) The Governor is not a member of the
Executive Council. It is a body appointed to
advise him and he is the president of it. The
difference between the Executive and Legislative
Councils in this respect becomes apparent by
referring to Clauses 5 and 6 of the Letters Patent
which are as follows:-
5. There shall be an Executive Council
in and for the Colony.
The said Council shall
consist of such persons as we shall direct, etc.
6. There shall be a Legislative Council
